This is some formula that a Grade 3 pupil could have come up with, completely inaccurate and inadequate.

Ironically, if you have an extremely expensive and modern house with a smaller floorspace, the formula will completely undervalue it.
 
Why dont they rather just work according to the size of the ERF? Flat rate it and just calculate according to the size?

Oh, "the poor" wont like that one bit, it's definitely not progressive enough.

A flat rate per area might be more palatable to "the poor" though.

it's not like people love the user pays principle anyway. God, now they have to fence off all parks at added expense.
Only gibmedats that go through life with cupped hands dislike the principle of a user paying for a service. If a service is worth having there will be a market willing to pay for it. Tax is just an excuse to waste money on shyte nobody wants or needs.
