Hi Guys

Not sure if I should post this here or in the gaming section, but I'll start here.
So I have been lucky enough to pick up this machine with a RTX2080 and the 9th Gen Core i7.

Software is as it comes, loaded Steam and have been testing out a few games and noticed something weird.
As soon as you fire up anything, the processor immediately clocks to max even though there is not much of a load.
This is obviously generating some unnecessary heat, but for the life of me I cannot figure out how or what it is doing.
I've downloaded ThrottleStop and have manually limited the maximum CPU cycles as a temporary measure.
Limiting this has not affected the FPS at all, so it's not a bottleneck.
Can anyone point me in any direction to continue this investigation?
I am guessing it is something set from Razer themselves, but I've been through all the settings I can find and don't see anything else related to this. Razer Cortex was running and this would change the Windows Power Mode to Performance, but I have disabled this and don't see that particular setting changing anymore.

So any ideas are most welcome.
