That is VGA 2 RCA, not RCA 2 VGA.

Edit: Why are there two audio connectors?

Ermm yeah but on a VGA Cable? My VGA does not carry sound. Which ever way that connector is suppose to work my GTS 250 does not output sound nor does it receive it. Agree with psichron it is a valid question.

I more think those cables are for composite video? Just the colors are not 100% standard?
 
I think that cable is made for older graphics cards (possibly workstation) which had audio/video output through the VGA port, unless the cables are incorrectly coloured and it's R/G/B output? (EDIT: Possibly TV-Tuners?)

Just remember VGA signal is completely different to RCA signal. This cable will NOT convert VGA to RCA.
