An anchor government growth project designed to reduce the country’s crippling communication costs and boost jobs will be delayed -- probably by a year -- because a government department did not submit the project’s budget in time.

The project, part of the government’s ambitious Accelerated Shared Growth Initiative for South Africa (Asgisa), envisages parastatal Sentech rolling out a wireless broadband network countrywide to challenge Telkom’s fixed-line monopoly and bring telecommunications prices down.
If bet this "planned" or now "because a government department did not submit the project’s budget in time" project is going to be the big announcement by the DoC in March.
 
well this means, that now her ivyness cant use this statement as her big telecoms change topic. so she could change it to maybe LLU, or even the undersea cable being declared a national asset.

i really dont feel sentech in the shortrun is gonna have a big effect on telecoms prices by offering voice sevices.
 
Why does Government need to use Sentech to challenge Telkom? Why not use the 38% of the company they already own! Do you know how much influence that is in a company?

Just as an exmaple Carl Ichan (a billionaire in the states) bought 3% of Time-Warner and threw up such a stink about the business that the board of Time Warner had to capitulate to demands lest he get other shareholders on his side, get voted on to the board of TW and start a campaign to force Time Warner to split up (which is what he really wanted in the end). And he did that with 3%! Imagine what govt could do with 38%!
 
If someone can't get their act sufficiently together to submit a budget on time, then surely they should be fired...?

Government acknowledges that reforms are needed but in the same breath they don't want to lose out on the billions of rands that this industry generates for them as an institution and on personal levels.
Sentech is yet another government vehicle, true competition will never develop in the current enviroment.
There needs to be a WILL to effect change, at the moment there isn't.
The proof of that is everywhere to be seen.
