Really High Ping?

I'm currently connected to my Huawei E220 with 30% Signal Strength (Normal for me), getting HSDPA (Also Normal)

I normally get a +- 250 ping to google.co.za - I'm currently getting +- 800

Tried to find the problem with a tracert, without much help (Terrible first hop)

So, does anyone:

1.) Know what IP that is?
2.) Know why it makes 2 hops to the identical IP?
3.) Know how to resolve the issue?
