Reason for International trouble

I did some digging and I think I have found the reason for the international bittorrent and port 110 trouble. Hope it helps.

Do the other ISP's offer something similar?
(I cannot connect to the SAIX Fault Bulliten Board).

As far as I could find out, it always shows the current SAIX network status.
