Rechargeable fan for load shedding

Hi as the heading suggests, I'm looking for something that won't break your wallet( under R1000) and actually pushes a fairly decent volume of air, will last for a few hours before needing recharging, portable, no need to have 20" blades if it does the job properly... there doesn't seem to be much available to purchase online, already took delivery of a useless fan ( returning it to Takealot on Tuesday) that didn't move a hair on my head when pushing my face right next to fan.

No idea how this product got past quality control but nevermind, it's a waste of space! Ignore the reviews, they either paid for or those people are looking for brownie points. A butterfly flapping it's wings would be more useful...

NB: Not looking for arbitrary links from Google searches, people who've actually bought something and can vouch for its efficacy, not expecting an industrial blower but also not what I've just experienced!

Metabo 18V cordlless fan FTW.
I would not recommend anything else, it's well-engineered, quiet, hugely efficient, and sips power (around 8W on low setting). Unfortunately it's almost 3x your budget, but at least you have a benchmark.

Lith-ion battery too, I'm sure for that price it's perfect to keep one cool if placed close enough, but unfortunately way above my budget.

My biggest concern is quality, and battery life for the price I'm setting.... It's for my elderly mother who suffers terribly from the heat, her fans are on day and night, but thanks to Eskom this summer might change all that unless we find her something that actually blows air for a reasonable price!
