Recommend an ISP for my needs: 1024K line

Okay there are a number of threads here already talking about the best ISP on this new Telkom speed. I currently have uncapped 4MB line. I have been thinking about moving to 1024K line speed because of my current needs and cost factor.
Here are my needs:
(1) I do not use the line during office hours (hardly ever) between 8AM and 4PM--mainly after hours and weekends.** this is important
(2) My average data use for month is around 60GB (max 80GB)
(3) I do Youtube and also occasionally torrents
(4) I test Linux distro's a lot (about 2-3 CD sized downloads a month). I test apps on various OS--mainly in my field of work.
(5) we are only 2 people using the internet
(6) Do lots of skype/video conference
(7) Do a lot of data sharing across SharePoint service
(8) I have been using prepaid for a while when I was on 384K line and before uncapped, so i know what capped data costs; it is an option but a cost driver.
(9) Cost line rental R329 + data should be less than R600/m?? (i know MWEB uncapped on this comes to R698)

Any suggestions? capped? uncapped? shaped? unshaped? IS vs. SAIX vs. MWEB? After hours specials? etc.

Dude, are those needs (requirments) or wants. if all of them are requirements i suggest you stay of 4meg, but go for a capped option.
Capped options would be Webafrica,Afrihost and TRL Technologies. Afrihost and TRL have 50GB unshaped cap specials going for R450 (data only).
Speed wise i recommend Webafrica and TRL as i have used both already.
I was previously with TRL where i had a 4meg line + 30GB unshaped cap for R670.

You are used to the 4meg speed and going to downgrade to a 1meg is gonna be painful. youtube,skype and video conferencing will sometimes buffer so expect some frustration.

Thanks Stevie G for the input; good point about whether these being needs vs. wants--I know there is no ISP that will meet this requirement (if there was we would not be living and fighting for better value for our money in this country);but, I suspect there are more people like (with my needs) out there--that is why I thought I would post.
Yes, those capped offerings are attractive.

Let me ponder a little more.
