It's a mod that does not include the game, you still have to buy the ps3/xbox360 game to run in an emulator. Looks like they even gonna add raytracing. Rockstar does not have an issue with the modding community as long as you own the original game and no piracy is involved.
 
I still can't see Take Two allowing this. Doesn't matter what Rockstar thinks, Take Two are the ones in charge and they have put a stop to RDR mods for pc in the past

You're thinking of a remake or a situation where they used rdr assets, same dev is involved here.

The original game already runs on the consoles & emulators. All this mod does is enhance the textures etc
