I noticed the enterprise redhat license is $350 but i can get a free developer license.
whats the difference between the 2?

Probably the type of support from Redhat you will receive for each license.

If you want to go for Redhat, but not pay for a license, then why not install CentOS?
CentOS is the community version of Redhat and receive updates generally faster then the Redhat variant.
 
Its for a friend, and i recommended centos, but he needs redhat and he is aware it's gonna cost him....
just looking for a way to reduce the cost...even if a little bit.
 
Developer edition licenses have specific restrictions regarding using them for production. Some developer licenses allow for testing, but others only allow Development - I think RedHat is one of those.
If you are writing software, go ahead and use developer edition, but your client will need to have the enterprise license before you can deploy.

No you need to have a valid, paid for subscription. Unless you can find it via other means :-). If it's production he will need to pay, otherwise he must look at CentOS.

Why is RedHat a must have? If it's anything to do with 3rd party application software requirements I doubt he has a choice.

If you sign up for the developer account, you will get a link to the ISO. You will need to activate the installation using your account.
Why does your 'friend' need RHEL? You could go the cloud route; I'm using RHEL on AWS under the 1 year free account.
