Well does your friend need the whole system?
Water blocks, reservoir, radiator, pump, tubing fittings?

If yes then you'll have to import or buy second hand.
It also depends on what you want, you can build an awesome custom kit by importing the parts, or you can buy a kit such as the thermaltake big water and buy red tubing or clear tubing with a red additive in the water.

It's recommended by most to rather buy red tubing than put stuff in the water as it usually leads to a build up of gunk on the parts..
I've actually just brought in a custom WC setup from the states, just waiting for it to be shipped to me from a friend (was a bulk order) so should get it by thursday next week..

Look at US sites like:
http://www.performance-pcs.com/catalog/index.php
or alternatively in SA look at:

He needs the whole system. He has had a look at the coloured solution but says it is more of a pinkish than a red so rather wants something like this where the piping appears to be red itself. And he also likes the windings around the pipes.

Has he given you any indication of the price range he's working with?

well to get his desired effect you'd need

and then select the rest of your WC components..

I must say it looks as if they are using clear tubing in the picture you provided with red liquid.. but it's very deceptive with all the red lighting, so hard to say for sure.

The old VW anti-freeze is usually used to get red water iirc. Also keeps the bacteria etc away.
