Regarding uncapped ADSL and capacity

Since everyone with uncapped is busy downloading the whole internet, I was wondering: If I were going to download a certain file, would it be best to download from an international or local server? I don't mean better for me, but would it be better for the whole uncapped business? Not speed-wise, but capacity-wise?
 
In most cases downloading the files from a local mirror would be better/cheaper for the ISP.

I think there are some cases where local traffic could cost the local ISP's more than what they pay for International traffic - like for instance when the local mirror is hosted by Telkom < I'm just taken an educated guess here.

Does anyone know whether ISPs are on capped or uncapped services on the international links? Do they each pay for some space on the fibre, or do they pay per gigabyte?

International bandwidth is paid for in Megabits per second... if that answers your question.
