Registering a vehicle

Hi everyone iam new here I recently bought a 1984 toyota corolla the guy I bought it from I have the orginal papers and last roadworthy certificate but the vehicle license is 2019/08/31 expired that I'll pay it upto date I did manage to get total amount is 4.4k but my problem is on the orginal vehicle papers that I have is the owners details can I pay the expired amount and transfer it on to my name without his ID...iam the 3rd owner the second owner I bought it by bought it as is with orginal registration papers

Nothing wrong with being new, everything wrong with not using punctuation, it's the least you can do. Imagine talking to someone like that and not pausing to allow them to follow your story?

Now since that is out of the way, is person you bought the car from the legal owner of the car? As in the one whose name appears on the certificate?
