The South African Police Service (SAPS) is actively implementing regulations that require drivers of cars with South African-registered plates to carry certified documents proving ownership. This requirement will be implemented at all South African border posts, according to an SAPS spokesperson for border control.

No way. This refers to owners of vehicles registered in SA. This is actually a good thing, in that when those hijacked cars are driven across the border, they might actually be stopped and recovered, and maybe the coppers get some info on the cartels running things.

This was always the case under the apartheid government. Nothing new really. Well, the only new thing is that it's being enforced.

So the criminals just wait 10 kms from the border and hijack the people there. Then when they cross the border they will have all the documentation for the cars as well.
