Remote desktop on local cap?

I've been trying to connect to my friend's PC for like an hour now. I've used win7's RDC, remote assistance, and teamviewer, none of them work. I'm capped ATM so I can't DL anything else. Is there any way to make a connection like this with local only cap?
 
teamviewer requires international access as it uses their servers to facilitate the connection. are the ports for RDC open and forwarded on your router's firewall?
 
I don't even know the ports for RDC XD and port forwarding was the reason I was trying to connect to him. If I'm initiating the connection then I shouldn't need to forward ports on my side, but probably would on his side. But if that's the case, then why does teamviewer work without port forwarding?
 
my knowledge on how firewalls work is very limited.. but from what i understand, outgoing connections are usually allowed. so each instance of teamviewer establishes a connection to their servers which then broker the connection to your friend's pc thereby allowing you to not worry about port forwarding on his side.. i stand corrected :)
 
i have used TeamViewer with nothing more than a lan cable, no internet. Surely it can be used on local only?
