Replaceing old Telkom cabling in Complex.

Pretty much what the title says.

The complex in question is close to 32 years old. The cables are old, rusted and close to uninsulated.
DSL works at lower sync rates and phones are fine apart from the crackle of high noise.

What are the chances of Telkom replacing the cables if I put in a request? Has anyone ever tried to get them to do it in a larger building or complex?
 
You can change everything up until the Telkom box on the nearest pole (but not including that connection between pole & cable).

Essentially once the cable is on your private property they stop caring. Everything involved in getting the cable there is off limits.

I seem to recall a forum member taking matters into his own hands once after they stole the cable from his house to the dslam/box/whatnot a dozen meters or so away. He merely replaced the line from what I recall and they reconnected it. Still searching for the thread/post in question though.
 
Did some testing where the cable comes into the complex and the SNR improvement is minimal.

Guess my problem is with the cables from the exchange.
