I would like to replace my old laptop currently it serves the following purpose.

Lid is always closed and connected to tv for screen
Runs 24 7 as a server/ download machine

Has 2 x external drives and 1 x wireless keyboard mouse combo

Software required.
Plex server
Browser
Torrent
Sabnzb
Sonarr

I was thinking of a Rasberri Pi 3? Im also looking at noise and power requirements. Currently the fan on the laptop runs alot of the time

But no idea what OS to run and how to set up

Any recommendations?

Do you external drives have their own power or do they get power from the laptop?

If the latter you'll need a powered USB hub if you go the Pi3 route.

Also what OS are you currently running?

Its one 2.5 inch and one 3.5inch.

Currently windows 10

Will a Pi's CPU do it with Plex? Seems like a few things will run at the same time, just wondering if it will keep up with the transcoding. Where are you streaming to?

Maybe just get a newer laptop again, seems you're use to it and it works for you, so why change?

Otherwise, maybe look at a mini PC. Some of them looks to have a decent CPU. Not sure what your budget is.

I dont have to change it. Streaming to a blu ray player or xbone through ethernet.

I use an Acer Revo One as my media server/player/download box with an external 8TB drive connected. It looks great, being just a little pod and performs many times faster than something like the Intel Crap Stick or the Raspberri would since it has a full Core i3 CPU and 4GB of RAM. Best thing is the RAM is upgradable, and it takes 2x 2.5 inch drives. I upgraded mine with an SDD for a massive speed boost.

This looks good but takealpt has the celeron version for R3200. A bit pricey me thinks.
