Report a road hog today

OK, so you're driving and someone cuts you off, what do you do?

Whip out your pen and writing pad and take down their details? That's dangerous in itself.
 
I'm with TB on this one. Sounds like a half-baked plan....good idea but just not realistic/legally enforceable.
