Reporting spam - how?

I have been receiving spam from a specific source regularly and wondered how I would go about reporting them to their upstream provider? I have tried opting out of the mails etc but they are not listening...
Anyone have any tips? Here is part of the email header:

blahblahblah....

Rule No 1. NEVER opt out! The opt out is actually just telling the spambot that you exist, and now can receive even more email :)

If its your mail server, activate RBL checks and greylisting. If its not, mark it as spam a few times and the software on the ISP server should wake up and catch it after that.

You could report the IP, but chances are its dynamic if its originating from DSL and wont be there anymore. Guy prob has an open relay on his machine or some kind of malware relaying mail.

It's not a bot - the guys name and phone number are on his site but opt out doesn't work. I want to take it further.
