Actually I stand corrected, their are some complex's that have a local DSLAM inside the complex and a ISP provides the bandwidth to the complex to use. But its very local and not readily available to all.

Who provides those DSLAMS ? Body Corporate or Telkom
Connected to some type of uncapped DSL lines or leased line

Normally its a deal between an ISP and the body corporate the ISP provides the dslam cabling and bandwidth, body corporate provides the customers and secure room. Customers score as the only pay for ADSL not analog voice lines.

This is generally done in new developments, as Telkom now have a 80% rule before they will pull cabling in complex, they want 80% of the houses to order. A complex I know 800m down the road from me still to this date has no Telkom cabling in it, going on 4 years now.
