Request from telesure to send new policy

So about 2 weeks ago I cancelled my policy with a telesure brand and took up new insurance with a broker. It was after the debit order run and you pay in advance for a month so that means a pro-rata refund would be in order.

Now I got this sms: "Dear Mr <rorz0r>, can you kindly send proof of sale / other insurance for the to: policy@policyservices.co.za / Fax: 0860 109 158 - in order for us to process a refund".

Am I correct in reading this as if I don't provide them with my current policy (which is private between me and the new insurer imo) they are holding my refund (just under 4k) to ransom? Surely that is highly unethical and probably illegal as well?

I know @Sinbad had a rather dodgy experience with an ex insurer trying to con him into sending the new policy to them.

I would straight up refuse to send them the new policy, its not their business..

You cancelled, they owe you a refund. beyond that there is nothing they need to know.
