require entry level network switch that can rate limit ports

hey guys.

sharing my ADSL with 3 people..

but they are freaking cleaver as to modify/uninstall netlimiter/du super controller.

so i want to take it a higher level up.

on 1024 ADSL - want to give each 33% of the total pool.

like rate limit each network switch port to say 35kB/SEC for external traffic.
internal traffic unlimited.

any cheapish products out there , that can go this much into flexibility.

Makro has got a new so called triple play Gateway, ADSL2/Router Bridge, you can assign Users and limit whatever you want Parential
control can add a wireless router it is a Siemens SE 565 gateway sells for R549 It has got so many setup options and no Install CD everything is build in control of DMZ and whatever needs to be controlled.

By the way it is also a standard ADSL/Router/ with one RJ11 and 4 Lan Ethernet ports one lane port can be set up as a WAN port
