Resident refusing contractor access to property

Is there already a pole on their property?

Most of the neighbourhood already had legacy poles from copper days... he's in part of the newer development, that didn't have any telkom infrastructure prior.

From what I understand, his housekeeper or gardener let them in while he was at work... then when he arrived back, he saw this giant pole in his yard and he didn't let them in again to complete the work.

I'd also be pissed off as a matter of fact...
 
Why would Telkom run lines at the back of properties instead of street side?
 
The servitude only offers underground cabling and not poles. The owner may rightly refuse.
The public servitude includes underground and overhead infrastructure. Yet the landowner can impose a levy for reasonable compensation when the service provider constructs the infrastructure.
