Responsive Design / Testing tools

I am trying to improve my website design and wondering what local (South Africa) tools our web designers/programmers use to test their websites, for responsiveness, speed, load time, etc.

Stumbled upon an article that really explains the concept of designing your website for different platforms.

They make mention of using http://tools.pingdom.com/ to test your load speed, but their servers are either in Europe or USA. Even though that is the case, it gives good insight into the file size of each document that gets downloaded and my website is rather poor.

Any recommendations on how web developers locally approach this?
 
If you do use international tools, and they rate your website load speed as sufficient, wouldn't that be enough since local should be faster anyway? ( not that I've used any tools )
 
For a start, use chrome's developer tools built in mobile device "emulator"
