I've been doing a lot of torrenting on a shaped account using Telkom's 4Mbps line. For the past few months I've been getting really good speeds of between 35 and 85 KB/s - but since last week I can't seem to get past 16.
Have the days of overboard shaping returned for anyone else? On the up-side, my latency has drastically improved:
