Rhino issue

I logged onto new24 and there are tons of rhino poaching incidents.

What exactly can one do (with technology or other methods) to stop or reduce? Seems the area is way too large for anything.

Seems nothing short of having a soldier or two for every cluster of rhinos

I wish there's a solution to all this madness of Rhino poaching soon. Some syndicates have been caught but it seems there's a lot more of them out there.

Like so:

1. Legalise it.
2. Every 6 months rhino farmers tranquilize their animals and use a special made device to cut off the new horn growth.
3. The horn slices are sold for ludicrous amounts of money centrally.
4. The money earned from horn sales is used to fund the rhino farmers.
5. Eventually the rhino farmers have enough money to run and protect non-cut rhino packs that grow full horns, which are then removed when the rhino dies and sold for even more money, because these are un-cut.
6. The rhino's in step 5 are worth slightly more to the tourism industry than the cut ones.
7. Extreme rhino adventurer tourists can pay to participate in the horn cutting.
