Riah Phiyega suspended

JOHANNESBURG -- Police Commissioner Riah Phiyega has been suspended.

In a statement, the presidency said "In terms of section 8(3)(a) of the South African Police Service Act, 1995, the President has suspended General Phiyega as National Commissioner of the South African Police Service with immediate effect and on full pay."

"The suspension is to endure pending any decision that is made following upon the recommendations of the Board of Inquiry into allegations of misconduct, her fitness to hold office and her capacity to execute official duties efficiently."

The police general was appointed in 2012, two months before the Marikana massacre.

She came in after soon after her predecessor, Bheki Cele, was declared “unfit for the position” because of his involvement in police property lease agreements....

Acting national police commissioner announced

Cape Town – Lieutenant General Johannes Khomotso Phahlane will be standing in for national police commissioner Riah Phiyega while her fitness to hold office is investigated.

Phahlane was announced as the acting national commissioner of the South African Police Service (SAPS) minutes after President Jacob Zuma announced Phiyega’s suspension.

Phahlane is currently the divisional commissioner for forensic services at the SAPS.

Phiyega will remain on suspension with full pay until the board of inquiry into her fitness to hold office has completed its work.

The Farlam Commission, headed by retired Judge Ian Farlam, investigating the deaths of 44 people killed during strike-related unrest at Lonmin's platinum mine in Marikana, Rustenburg, in August 2012, recommended that Phiyega face an inquiry into her fitness to hold office.

At the time of the announcement, Phiyega was in the middle of a committee meeting with Parliament’s committee of police, detailing all the achievements and challenges of the SAPS in this financial year.

On getting word of the official announcement, Phiyega quickly left the meeting, which was then taken over by General Khehla John Sithole.

Classic diversionary tactic, Riah certainly deserves what's coming, but watch the ANC in overdrive on how they're going to suddenly 'fix everything'.. except themselves and their crooked numba wan of course.

What achievements? that section was about ten seconds the challenge part took the rest of the meeting until she took her slippers and left.

Even her own people dont like her at all, I spoke to a police officer and he had not any good to say about her.
Not because she is a woman but she has no idea to run a cop shop.

You need a hard ass cop to fill that position not a arselicker to keep certain people out of jail.

You need some one that the citizens respect and the criminals fear.

We cant be a society that walks on eggs regarding crime. Where is the previous mayor of New York, he cleaned up nicely.

Inquiry into police commissioners in support of Phiyega to get under way

Cape Town - Provincial police commissioners, who put their jobs on the line in support of suspended national commissioner Riah Phiyega, would soon know their fate.

On Friday Parliament’s police committee would start its inquiry into the circumstances that saw the South African Police Service (SAPS) Board of Commissioners (BOC) and top management issue media statement supporting Phiyega in July this year.

The BOC issued a collective statement expressing "serious concern" over what they saw as "an unfair and negative attitude" towards Phiyega.

In the statement, the commissioners said they had "noticed a tendency to reduce everything, especially negative issues relating to policing, to the person of the national commissioner, as if the SAPS is a one-person show".

The commissioners were made to retract their statement and apologise for their actions, with the exception of KwaZulu-Natal commissioner Lieutenant General Mmamonnye Ngobeni, who was on study leave at the time.

The inquiry, started in terms of Rule 201 of the National Assembly, would on Friday focus on the agenda, minutes, recordings and attendance register of a SAPS BOC meeting on July 15 and 16 in Magoebaskloof, Limpopo, where a decision was made to issue the statement.

Provincial commissioner Ngobeni would also be in the spotlight on Friday.

CAPE TOWN – KwaZulu-Natal's top cop became emotional in Parliament after being asked to apologise for publicly supporting now suspended national police commissioner Riah Phiyega.

Betty Ngobeni was not present when her eight counterparts were summoned to appear before Parliament’s Police Portfolio Committee in August.

The commissioners supported Phiyega in a joint statement, at a time when her fitness to hold office was first questioned, following the Marikana Commission of Inquiry.

“I, on behalf of myself and the police that I lead in KwaZulu-Natal, want to retract and apologise for the statement that has caused misunderstanding.”

The ANC's Phindile Mmola is not convinced.

Damning transcripts of Phiyega meeting

Parliament – Damning transcripts of a meeting of the country’s top police officials made public on Friday show now suspended national police commissioner Riah Phiyega berated her fellow officers for their “cowering leadership” before they issued a statement in her support.

The transcripts were handed to MPs sitting on Parliament’s portfolio committee on police during day one of an official inquiry into whether senior officers lied when they said Phiyega did not order them to issue the media statement.

The nine provincial commissioners and other senior SA Police Service (SAPS) staff told MPs in August they were not ordered to issue the statement, nor were they under pressure from Phiyega to do so.

However, the transcripts show Phiyega admonishing them for their silence following the release of the Farlam commission report which criticised the police’s approach during the Marikana massacre in which 34 miners were shot dead.

Phiyega is quoted in the transcripts as saying: “You are the leaders. But all I can say is that everybody saying everything about you, about your work, but your silence - your silence is deafening. And I’m not sure if that defence will ever come through becasue we don’t show that boldness in terms of our members.”

She went on to say: “Leadership is cowering under the tables at a time where - and I’m not saying fight the report - at a time when our opinion matters, our opinion is not anywhere.”

Statement of support for Phiyega continues to haunt top cops

Cape Town - It is quite clear that there are some serious problems of governance in the South African Police Service leadership, Parliament’s police committee agreed on Wednesday.

The committee was continuing its investigation into the police Board of Commissioners after it issued a collective statement in August, expressing serious concerns over what they saw as an unfair and negative attitude towards suspended national commissioner Riah Phiyega.

When the commissioners faced the police committee in August, they insisted that Phiyega had not been involved in the decision to issue the statement, and that it was not about undermining President Jacob Zuma’s investigation into Phiyega’s fitness to hold office.

But so far, the committee has found discrepancies between the minutes of the meetings and the transcripts, as well as the testimony by police commissioners.

Police committee chairperson and ANC MP Francois Beukman said that after looking at the evidence, it was quite clear that there were serious problems with governance.

DA MP Zakhele Mbhele said it was clear the commissioners were not as united as they claimed to be over the issuing of the statement, as only a few were heard on the transcript discussing it.

MPs also said it was quite clear that although Phiyega did not come out and tell them to write a statement, she subtly pushed them in that direction.

Freedom Front Plus MP Pieter Groenewald said the commissioners had not been honest with the committee.

"I would say they were not truthful. I get the impression that behind closed doors, there was some discussion between Phiyega and [Lieutenant General Nobubele] Mbekela on how to deal with the same issue, if we look at all the material that we have received."

The committee will put forward recommendations at their next meeting on Wednesday.
