I just wanted to know is it illegal to sell starter packs without registering
for RICA cos my school does, also they give it away free when you buy coke or pie

Not illegal.

If it is new starter packs, the reality is that those people would need to register before they will be able to use the sim card.

If its old starter packs, they would need to register before 31st December 2010.

the legal part is this:

sim can't be activated on network without registering. the give away sim won't work until it's been registered.

So they probably may give them away.

Yes it is.

But you would need a RICA agent username and password.
