That is the essence of crime which made the West different, legally.
The Western legal tradition waters have been severely muddied, over the last century and a half and especially probably the last 50 years. That marks the end to the hard limit on politicians printing to pay for their promises i.e. Aug 1971. That and the collectivization of individual rights e.g. the introduction of the UDHR.
