Hi guys, does this have anything to do with FTTH?

Blue road markings with LE10 LE13 etc with a circle with a dot in the middle

No these are temporary not the formal FH ones. Maybe wishful thanking on my part. :)
 
If it is fibre, its prob DFA. Which means nothing for consumers.
