Robocopy permission from Windows to Netapp

I copy folders and files from Windows Server 2016 to Netapp share
I use Robocopy command with copy all, (I use this command always and all the time it copies the permission without any problem) all the folders and files are copied without a problem
but looks like the permissions are not copied completely
I tried to put the permission manually, but when I go to the security tab in the folder on the NetApp, it doesn't give me any error but when I close and open again the folder properties, there are no changes at the permissions
what can be the problem? or any other solutions instead of Robocopy

just throwing out an idea .... maybe the netapp share is NFS and not SMB which could be the reason why the permissions are not being copied across. Remember your Win2016 server is using NTFS which has a different set of permissions compared to NFS (that's if you using NFS).If the share is SMB then you shouldn't have an issue.

The share could be either, it comes down to the security mode of the volume (cifs, nfs or mixed).

Sounds to me like the volume has nfs security.
 
It is a NetApp share (CIFS), if all my settings in NetApp OK, so the problem may be with Robocopy as I see on some websites, it has problems when using robocopy to copy permissions from one server to another/file share
 
I came across this article before but really I still do not know what the problem is!
On the other hand, I took a look at the trial versions of some tools like AvePoint and Gs Richcopy, and both work.
I don't need to buy any commercial tools like these for now so I am still searching for the ideal method using Robocopy.
