The problem statement can basically be extrapolated to every dysfunctional state enterprise, feel free to rattle of any of them: SAPS, DHA, Transnet, education.... corruption is so endemic that there is no hope of saving any of them bar... firing everyone and starting from scratch.
But the most significant of these, would be the law enforcement bodies. Since they are dysfunctional, there are no consequences to corruption, effectively making the exercise of corruption, into a formal and legitimate business avenue. Of additional significance, would be the fact that SAPS was the first body to be corrupted via mass cadre deployments. The first one to be "Kakistocrisized", if you will. And to this day, probably still the most dysfunctional of them all.
South africa has no chance, if SAPS doesn't get fixed. And there seems to be no chance of this happening.
