rsaweb vs vumatel

for the past 3 months i've been battling with both rsaweb and vumatel, with a 20/20 line speed but on average getting 10/15 and a average local ping of 200ms (through the cpe so not the router). rsaweb sent out a technician who tested and stated in an email that there is a problem yet they cant find it and they blaming vumatel who in turn are blaming rsaweb. neither can work together to sort the problem out over 3 months. i can't cancel without a penalty as their terms (not shown on their website) state that they just have to provide an internet connection even if its not working properly.
 
what does an MTR look like? both a local and an international one
 
terrible with skipping hops. i've resorted to ping plotter to find the issue, major ping sits with rsaweb but they deny even after their technician confirmed they blame vumatel and visa versa. im now getting packet loss on last mile for netflix and some other international sites. weird i can get full speed over wifi for torrents but anything else is sluggish
 
Show examples here? Pingplotter is much better than via command prompt

Another test you can do is downloading a VPN with local server (Warp is free) and try connect to it and see how things look.

And then the last other step you could do to test for packet loss on the line is doing an IPERF test however try everything else first.

Also make sure your network is secure, we previously a few years back had a simple password and our neighbour cracked it and was using our wifi so check on your router for devices connected etc.
