The former Road Traffic Management Corporation board irregularly spent more than R300 million, according to the new RTMC board.
In 2010, R360m was spent irregularly and R17m was fruitless and wasteful expenditure, newly appointed board chairman Zola Majavu said on Thursday.
The board was dissolved in 2010 and a task team appointed to investigate the irregularities.
"The work is still ongoing, we will follow due processes to ensure the matter is dealt with in accordance to the law.
"We are not casting any aspersions on anyone at the moment."
Majavu said the idea was not to demonise anyone but to confront the issues objectively and robustly.
The new RTMC board started work in January. Transport Minister Dipuo Peters said the former board was dissolved because it neglected its duties.
"This was due to a number of irregularities and instances of mismanagement of resources, as well as maladministration in the entity, which were discovered," she said.
Peters signed a road safety agreement with the RTMC board in Johannesburg on Thursday. One of the aims of the agreement was to reduce road fatalities.
"We need to make sure we can keep our roads safe," Peters said.
The RTMC would ensure law enforcement of traffic laws. As the Easter weekend was approaching, Peters said there would be increased police visibility on the country's roads.
The department had been working with faith-based organisations to ensure road safety.
