Just saw this on Wootware.

Looks like its about 10-20 fps better then a 1060 and Wootware has it on special for R4199 when it launches.

Seems like a really good mid ranger.

Wait for the benchmarks before pulling the trigger, the hardware unboxed benchmarks are usually the best. At the moment the the 1060 still beats the 580. 590 might just swing the balance in AMDs favour ;) Also take into consideration which games you play as the performance seems to vary a lot depending on title & gpu, gta v for example loves intel/nvidia while other titles might favour amd. The 590 is basically a 580 with higher clocks but draws a lot more power which will also result in more heat.

According to the Anandtech review: AMD Radeon RX950 review

"As we bring this to a close, the Radeon RX 590 features few, if any, surprises, indeed outperforming the RX 580 via higher clockspeeds but at the cost of additional power consumption. This is enabled by being fabbed on 12nm and being afforded higher TBPs, but in terms of overall effect, the port to 12nm is less of a die shrink and more of a new stepping; in terms of transistor count and die size Polaris 30 is identical to Polaris 10."

Why don't you go for a secondhand GTX 1070?

I've seen people selling their 1070s for R4 000. I'm sure you'll be able to shave ~R500 off the asking price.

The MSRP could be better but that Wootware special makes it a no-brainer if someone is buying a new mid-range card. Cheaper and generally quicker than a 1060 6Gb? The extra power draw shouldn't be an issue unless the case it's in has very bad airflow.
