To answer tour first set of self-questions :
The backpack can fit any laptop ranging from 10 to 17.3" laptops/notebooks/tablets. It has really awesome protective padding inside, with a strap at the back pocket to make sure your laptop doesn't bounce around.

The laptop bag itself is not waterproof, but it has a "drymac" like waterproof cover which covers the entire bag and fits into a super small pocket at the bottom of the bag, so you will always have it with you. The bag is suitable for traveling on a bike.
