S-video to RCA complications

I've bought the correct cables to connect my laptop to my tv.

The audio seems fine but the visual is giving me crap.

It could be the NTSC/PAL but what bugs me is that the TV shows my moniter screen but doesn't play movies. The refresh rate is alreay on the lowest of 60GHZ.

Is my TV too old or is it capabiltiy? What else could it be besides the cables or NTSC/PAL?

your graphics card! You need to probably change the output to PAL...but I don't where/how you you would change that!
 
If you are seeing your desktop then you have to configure your graphics card to direct VIDEO (movies and so on) to your TV (secondary output). Click the advanced button under your display settings and fiddle with the display output settings.
 
Joseph, you will have to give the laptop details. Everything depends on your GPU and the software it uses. Sounds like you need to set your TV as primary for full screen video or video in general. :)
