S15 - Off Field Yellow?!?!

What are the repercussions of an 'off field yellow'? I don't get it, there have been a few white card incidents now that have resulted in an off field yellow but don't know what it means. Takers?

Your yellow cards count against you when you further transgress, so enough yellows and you do something should = red or longer ban.
