S4 android "unfortunately, settings has stopped working"

Having an issue wit my S4 which suddenly happened yesterday, No apps were installed no updates were done.

When you go to accounts and i click on my google account i get the message in the title.

Googled and googled and googled and and and....... Just the issue came up but no resolution.

This link was posted on 26 may 2016 which seems to be widespread, I tried to get some google support which lead me to samsung's website.

Now i am currently on samsung's pitiful site, trying to get live chat help, it says there is no one to talk to, I guess that's expected because it is here in sa, It's like mcdonalds in USA.. it's a cool place with reasonable burgers, until it comes to sa.

Any case i couldn't get live chat help on Samsung's website, i even tried to email them, and the funny thing is when you're trying to email through there website it takes you to the FAQ to see if you can solve you're own problem and then you can send the email, but for some reason i just can't send an email...

Ive had this before with an HTC years ago, resetting the phone to Factory defaults sorted this out for me...you could have an app or something causing this problem, for what its worth I am also using an S4.

To reset the phone to factory defaults, switch the phone off completely.

Hold in Up Volume + Home + Power (in that order), if you did it correctly then you will see the recovery menu.

Choose the following,
WIPE DATA/FACTORY RESET
WIPE CACHE PARTITION

and then Reboot the phone, your phone will be set back to factory defaults, please back up your stuff if possible.

Not working did all that this morning 3 times, and with different methods.. Booted into safe mode and the problem persists in safe mode as well while all apps are disabled.

Went to settings app deleted cache.. went to settings storage and wiped cache and so on and so forth

Were you able to get into the Recovery Menu? - Hold in Up Volume + Home + Power (in that order)

Safe mode wont sort your problem out, maybe your Sim Card/Memory Card is something wrong with have you tried removing them and try again?

I can't seem to get into recovery mode with holding down those 3, I have removed both and it is still persisting.

Weird I just tried and I got in...

Do it exactly like this
Hold in Up Volume 1st
then hold Home
then hold Power (until the Samsung logo appears)

If you did it correctly then it will boot into Recovery.. it can be tricky as it only gives you a couple ms between holding the 3 buttons.

I am in recovery now... so which setting do i use?

It will remove everything just FYI

You don't need to press the home button to get into recovery/download mode. Only volume and power.
Volume down for download mode and up for recovery.

I have tried it and also everything i could find on the web. But it is not working.

Here is something really funny i thought i would install samsung cares app and try and find some support.
