Climbing in the park (incl. Table Mountain) requires an activity permit - phone them and find out. Not that they enforce it.
It's possible but very unlikely that he only found out about the permit cost once he got to Nepal. My guess is that he got a whole bunch of people to donate for his expedition but not enough to cover the permit. Rather than return the money he decided to take a chance...very dodgy either way.
