How is Korbroek an ANC cadre while Roelf Meyer isn't?

Where in the Wikipedia entry does it say he was part of the ANC as a politician? I guess he could be considered an ANC cadre currently but when he was actually involved in politics (until 1997), he was never a member of the ANC.
