There is a point in letting the courts rule. If there is an out of court settlement then there is no legal outcome to reference when the ANC does this again.

There is now no point for the court case and to spend money pursuing it, but if the DA feels that strong about their chances, simply reject the settlement offer and continue with the case.

If you look at the case it was all to do with procedure / process and executive overreach
Still very valid despite the vat increase being allegedly removed

Something else to address the budget in light of not hiking VAT was negotiated by the attending parties and the DA didn't agree with this either?

The DA doesn't want to be present when the attending parties, who all voted for the VAT hike, will try and spin it as a win?

My guess is an attempt to diminish the fact that the DA and EFF schooled the anc in process and law more than anything else. I wouldn't read any more into it than that to be honest.

Nothing, just to thump their chests about backtracking on something they voted for, to try and claim some kind of false victory.

I suspect this settlement agreement is not going to be kind on the ANC. And it will probably involve them taking a stand on these smaller parties and not going outside the GNU again...
