Malcolm seems somewhat impressionable and he did spend some time at a University so its likely he fell in with the "wrong crowd" and fully buys into these policies because of that experience.

Yes to hell with Tshwane. The world doesn't revolve around Tshwane.

I'm talking about the entire province, which is supplied by Rand Water, which falls under the mandate of the minister of water, which is under the ANC control.

The low reservoir levels contribute to water outages, which result in water tankers, can be directly attributed to Rand Water's structural collapse. As for leaks, the municipality is responsible for fixing some, and Rand Water is responsible for fixing some. Do these "reported leaks" distinguish between the two?

Contrary to popular belief, Rand Water is not responsible for the water issues being experienced by Gauteng municipalities.

The reason Tshwane has water issues is not because of Rand Water.

Joburg, Tshwane and Ekhuruleni all feature on the highest spend on water tankers in the country. All have water issues, Tshwane isn't a special child. The common denominator is not who's governing those cities, it's Rand Water...

I respectfully put it to you that is the biggest load of rubbish I have heard this month.

Those municipalities are having water issues because of their own incompetence in maintaining their water infrastructure.

Here it is in black and white, why are you ignoring it?

Nah, it isn't really Rand Waters indaba, unless those leaks and such are happening at the handover point to the municipalities.

There is another common denominator for the 3 though, but Champy is working his hardest to not admit it currently.

It's an all round schit show, not just from the municipalities, that is the point...

Yeah I know, that's why he's zooming in specifically on Tshwane as usual. Because he can't answer questions about the good governance of Joburg and Ekhuruleni.

The point I'm making is it's not just municipal incompetence, or the reservoirs wouldn't be running dry. And if the reservoirs aren't running dry, we wouldn't have as many outages that require water tankers. How do reservoirs run dry when the vaal is at full capacity?

It's not just about the leaks, it's also the bulk supply, which is under ANC control nationally...

Oh yeah, its all a cluster fsck due to the ANC on all levels really.

They struggle with cause and effect and such like concepts.
