Thats pretty much standard good latency. When you playing on 900ms+ then you really feel the hurt.
Official servers offer so much more that if you had to try it out you would most likely never even consider playing on a private server that is most likely buggy as hell and lorded over by it's operator.

Then I dont feel so bad my latency is around 550-750 sometimes dropping to 450 for a short while and then shooting to 850 or 4500 like this weekend that was a bad 1.

The 4500 is quite bad, but it does happen. If you get a lot of these high spikes, try a different ISP. Assuming your using ADSL? Also switching between Saix and Verizon could help to improve latency.

I had 250ms throughout yesterday, but my latency also sits around 450-700 any other day of the week.

I am with SAIX at the moment but I do understand there was a problem with the line at 1 stage dont know if there still is?

Prob depends on your location also. Could just as well have been your exchange? But get a prepaid WA account where you activate the Verizon network, atleast then you can check if the latency is better on that when your Saix is complaining.

Yeah, but these servers are NOTHING like the official. I would rather have a decent game at 800ms than a crappy server with 100ms.

According to Blizzard, hosting private servers is illegal and I, personally, will not support it.
