SACS cable and ISPs

correct me if im wrong but to get onto SACS (Angola) you'd go via SAT-3 first from CPT
 
does cisp get onto sacs using Cogent for transit? looks like quite a few tier 1 networks use sacs, so networks like Cogent, Zayo, PCCW, L3 etc will be able to connect you, but not usual suspects like HE
 
Why you wanting access to SACS cable?

I am with Cool Ideas and i only get like -20ms because of the cable and pings to Brazil is like 150 to 160 but for gaming its useless as most Brazilian servers require VPN's to get on or you can't speak to your teammates because of language barriers. I get 220 to East Coast and 240 to West Coast, on my work internet i get 240 and 260

No we get layer2 to Sao Paulo where we peer as well as to NY, Cogent doesnt use SACS as yet. I believe it's only us and 2 other ISPs currently using the cable.

That's super neat actually, hows actual traffic on that POP going?
