The speed changes are reliant on SADV, but this can usually be done in a day or two. How often are you planning on changing service?

I was just curious, will you charge pro rata for the change. My current ISP I have to wait like a month or some times 2 months to change speeds.

Yeah prorata, it's not ideal to change at any time as SADV isn't really geared for it. Which is why.
