Johannesburg - Racially-based policies disempower the people they seek to promote, reveals an SA Institute of Race Relations (SAIRR) report released on Monday.

"These policies reinforce the apartheid-style ideology that value is not associated with capability, but with the colour of one's skin," said SAIRR researcher Hannah Botsis.

Such policies also undermined the independence of South Africa's black middle class.

Botsis said: "The black middle class does not appear to have the political independence that is typically expected of a middle class.

"If the black middle class believes that it attained its position in society because of government policy, the rational thing for it to do would be to protect the policy."

The SAIRR study conducted last month sought to ascertain the relationship between government policy and the independence of the growing black middle class.

"The interdependence between government policy and the prosperity of black individuals means the state effectively curtails their political independence while allowing them to advance economically," the study concluded.

"A mature independent black middle class would offer South African democracy a great deal in stability, new political direction, and continued economic growth. Standing in its way are policies which undermine individual ability and hinder political independence," Botsis said.

I had the feeling that this resentment would rear its ugly head eventually.

By design? Sure, but also as a consequence of not actually realising the long term effects of merely propping people up and wondering one day why they are actually unable to stand on their own two feet.

Would you really feel proud of what you've 'achieved' when you basically got 'fast-tracked' through the system?

I, for one, wouldn't.

*I always felt proud when I got IT contracts in England, because I was competing on an even base with thousands of others.

And you never got pissed off because you lost the contract because you weren't BEE accredited?

Damning. But will anybody in government change this racist ideology? No, because it ensures votes (just like the nats.)

One and the same: nevermind the colour of the skin.

Black people, in terms of legislation, are not victims anymore, they have become volunteer's for victim hood.

White people on the other hand are now the victims of discriminatory legislation.

What I have been saying for ages.
...take the example of the netball team black/white ratio fiasco, do you really think you can celebrate a victory on the sports field with the knowledge that you won because of a 'handicap'?
A microcosm of the issue for sure but it illustrates the point very well IMO.

Lets not even get into the issue of sustainability...

If you don't work hard to achieve something what rewards can truly be your own?

So basically keeping a race subservient and a race oppressed to secure votes (you decide which is which)? I have heard of that concept somewhere before... can't place my finger on it... don't worry, I'm sure it will come to me
