Which network would be better for gaming and the like? And which ISP would be best then too? Right now my dad has us a 3GB DoBroadband 384k account with one of those funny closer calling plans or something, total cost is ~R600/m.
 
SAIX is generally considered to be superior. IS is catching up though. IS varies wildly, occasionally its better than SAIX but for the most part its slightly worse.

ISP: Depends on who you ask. Everyone seems to have an opinion. I usually use WebAfrica or Axxess. Many others prefer Afrihost due to cheaper per gig cost.
 
To be honest it seems IS better for those in JHB and upcountry and SAIX for those closer to Cape town. This is due to their data center locations.
 
I think IS semi - shaped is superior to SAIX, but during off hours. This includes stability. SAIX (at least for me) is more reliable, but less potent in speed.
 
Ok, well I won a temporary 2GB account from IS at a lan and my ping to the default gateway is above 100, meanwhile my ping with my telkom account to their default gateway stays about 40ms. I live in kempton park and I have 384k line.

One last thing, when I for example go to a local site or game on a local server, would that use my supposed 28GB of local, or would it use up the international first and then the local?

It works just like Helkom Internet international portion gets used up first and than the local
