It generally doesn't work during the day due to shaping. Try after 6pm.

Just now I have grabbed an NZB and am downloading the files with the SAIX news server, on the 1 megabit line, 110 KB/s

Still doing 110KB/s, do not know if it will help, not using SAIX proxy like cache.saix.net, dsl-cache.saizx.net, 198.54.202.3 etc.
