This has been the case for almost a year. The only chance of getting in there is if you have a SAIX or TelkomInternet (dial-up/ISDN/ADSL) username / password to log in.
VISP users, of course, even though they connect through SAIX, can not see the notice board, because they are not "strictly" customers and in the opinion of SAIX in their infinite wisdom, the VISP customer's own ISP should provide a notice board for those users.
Until recently though, there seems to have been a bug with the authentication system for that. You should be able to get in by just typing a username like dsl*****@dsl512telkomsa.net, ***** being any 5 digit number and an empty password.

I just checked. Strike the above. It appears what antowan was referring too is that even with the SAIX username and password, you can't get in to the notice board.
Our thanks go out to SAIX for not reporting faults on the notice board until _AFTER_ they have been fixed, and now, also, for not even letting us see the faults if they _ARE_ reported.
